Does converting OGG to MP3 lose quality?

Slightly — both OGG and MP3 are lossy formats, so re-encoding discards a little more detail. Choose 192 kbps or higher to keep the loss inaudible for most listeners. There is no way to gain quality back by picking a higher bitrate than the source.

What is the difference between OGG Vorbis and Opus?
